The mandate of the State Department is articulated in the Executive Order No. 2 of November, 2023, and stipulates the following functions:

Coordinate Policy & Legislation

Co-ordinate the identification, prioritization and enactment of policies and legislation necessary to achieve the national development Agenda.

Timely Guidance & Direction

Provide timely guidance and direction on appropriate measures to address challenges constraining the realization of the legal framework.

Public Participation Oversight

Oversight to ensure public participation and the involvement of other stakeholders in the development of policies and legislation by MDAs.

Monitor & Evaluate Progress

Monitor and evaluate the progress of policy and legislative initiatives for the timely realization of the government development agenda.

Parliamentary Liaison Coordination

Coordination of parliamentary liaison services across MDAs.

Executive-Parliament Interaction

Facilitate seamless interaction between the Executive and Parliament to ensure effective and harmonious dispatch of Government business in Parliament.

Collaborate with MDAs and other relevant institutions to build capacity on policy and legislation making processes and parliamentary liaison.
